A typical way to get to Shonan-Village Center by 13:00 on 18 Dec.

1) Narita Airport -->Zushi
You must take a JR Rapid Train (The Airport Narita) by 9:01. The Rapid train directly go to Zushi-station without changing to any other train, although it stops over 25 stations.
Narita-Airport-Stn(9:01) Narita-Dai2-Terminal(9:03) Tokyo(10:34) Yokohama (11:12) Kamakura (11:40) Zushi (11:45) [Zushi is the terminal for this particular train. You can sleep until the train finally stops]
It costs 2210 yen. It is not so bad idea to take a Green-Car (First Class Cabin) if you prefer more confortable travel. One or two Green-Cars are linked at the middle of each train. If you take the Green-Car, you need to pay an extra of 1620 yen.

If you miss this train. You can still take JR Narita-Express [It costs high. You need an extra of 2290 Yen, though] by 9:13 and catch up with the above train at Yokohama by 10:47. Yokohama is the terminal for this Express train, therefore you must change to the above Rapid train. You may have 15 min. to transfer, it is sufficient.

If you don't mind to take a TAXI from Zhushi-stn. to Shonan-Village Center, you may take next one. The JR Rapid Trains (Kaisoku Airport Narita) are scheduled for every one hour, (7:00, 8:00, 9:01, 10:00, 11:00, 11:45, 13:00, 13:45, 15:00, 16:00, 17:00, 18:00, 19:01, 20:04, 21:14). The last train (21:14 at the Airport stn.) will arrive at Zushi stn. by 22:37.

2) Zushi stn. --> Shonan Village Center (Symposium site)
From JR Zushi-stn., you can take a bus by 12:02 and it will arrive at Shonan-Village Center by 12:35 (approx.). The buses are scheduled for evey 30 min. or 1 hour, since 6:18 in the morning till 22:50 in the evening. When you take the last bus (22:50 at Zushi stn.), the central entrance of the Shonan Village Center is closed. However, there is an indication to another entrance for mid-night, so that you can enter the Center without any problems.
The bus costs 340 yen.
IMPORTANT note that the bus stop in front of the Simposium site is not the terminal, but the one before the terminal. You should not sleep in the bus.
If you take a TAXI, it also takes about 30 min. and costs about 3000 yen.

Summary

If you fly on 18th (JST), you must be at the Airport Railway Station before 9:00. Note that you will miss one day when you fly from the US to Japan due to the Date-Line.

If you fly on 17th (JST), you can get to the Symposium site in the evening even if you take the last train (21:14). Note that if you will be arriving at the Symposium site in late afternoon, it is recommended to eat something or take some food at the airport. Dinner service at the Symposium site is reservation base. The dinner on 17th, the breakfast and the lunch on 18th are not included in the Symposium.
